Returning from his adventure in Pellucidar (see #179-181), Tarzan finds an armed encampment of natives, Arabs, and two Russian communists - Zora Drinov and the expedition's leader Peter Zveri, with the goal of raiding the city of Opar which will \"...supply us with enough gold for the socialization of all Africa! By force!\" Tarzan beats the plunder party to Opar, only to find that rightful Queen La has been overthrown and imprisoned by the usurper would-be queen Oah. Zora is attacked by a Hindu and saved by American Wayne Colt, who was to join Zveri's party unaware of the communist's plans.
