Young Men #26

Chief Wilson introduces the Human Torch and Toro to atomic physicist Dr. Scarlotti, who tells them plans for a new atomic bomb have been stolen and must be returned. The Torch learns that a would-be world ruler, the Vulture, is planning on holding cities hostage with A-Bomb-laden planes overhead unless the world capitulates to him. Torch and Toro fly to the Vulture's headquarters where they learn the Vulture is actually Dr. Scarlotti. They set off Vulture's atomic pile, destroying the whole compound, but the Vulture has managed to escape.
