Action Comics #147

Slipping away from Lois, Clark changes into costume and repairs damage done by the Blackout Bandits. She complains to Perry, who puts Clark on the \"Miss Lovelorn\" lonely hearts column. After the initial shock wears off he decides to throw himself into it with a will, answering letters describing seemingly hopeless situations, then (as Superman) changing the writer's fortunes for the better.
