At Yogi's request Ranger Smith transfers him to the San Diego Zoo, but Yogi hides out and becomes the Brown Phantom of Jellystone Park. Cindy goes in search of Yogi and is captured by circus owners, who force her to perform. Yogi and Boo Boo rescue her but get lost in the big city, until the Ranger rescues all three of them.
